APPLICATION OF INFORMATION TECHNOLOGY IN HUMAN RESOURCE MANAGEMENT IN PRIMARY HEALTHCARE - SURVEY

This study aims to explore the attitudes of medical and health professionals in primary care regarding the application of information technology in human resource management. Material and methods: A cross-sectional study was conducted using an original questionnaire among 73 general practitioners (GPs) in the Plovdiv region, representing 17.14% of GPs in Plovdiv. The study involved 25 men (34.2%) and 48 women (65.8%) distributed in 58 (79.5%) individual primary care praxis and 15 (20.5%) for group primary care. Results: Тhe lowest percentage (6.8%) аmong the surveyed GPs are working in practices with a patient list less than 1500 people. In comparison, a general practitioner serves an average of 1,384 people in the district. The number of individual practices prevails, in (n = 29, 39.7%) there are only two staff members, and in (n = 20, 27.4%) - three, only in (n = 13, 17.8%) more than three. In 82.2% of the outpatient clinics, in addition to a doctor, there is also a nurse, and only in 5.5% - a midwife. The main approach in the selection of staff indicated by the respondents is "through personal contacts" (64.4%), 37% through "media ads" and 12.3% through "specialized platforms". The answer of all respondents (n = 67, 91.8%) that they ensure the constant functioning of the practice through personal contacts and only 1.4% through specialized platforms is unambiguous. The GPs (68.5%) are completely certain about the necessity of maintaining a register of medical staff in primary care. However, the opinions about who should prepare and maintain such a register are very diverse. Conclusion: The outline deficit of medical professionals is a prerequisite for problems and even destabilization of the healthcare system. The introduction of an information system with a working panel for management of employees in primary medical practice would contribute to the practical solution of tasks and would be the basis for the implementation of personnel policy in the areas - employment, training, welfare of primary care staff and to be a correlation between all units in the health sector, which are providers of medical and health services.
