In an investigation into employee safety in outdoor firework displays commissioned by the Dutch Ministry of Social Affairs and Employment, it was found that preparing and igniting firework displays can be done using safer methods. Careful selection of materials and adjusting the methods used can add to decreasing risks, both for employees and for the public. However, in contrast with several other countries, these measures are not prescribed in Dutch legislation. Unusual occurrences and incidents should also be better reported and documented. Reports would provide a learning base for employees and provide input into training programs. If safety is to be increased, it is important that the government and the fireworks branch reach an agreement on the most significant risks, which would allow the branch to move on to determine safety measures, either autonomously or in cooperation with the Dutch government.
