Conceptual scenario model for collaborative disaster response planning

Severe and complex disaster situations have shown that there is a need to improve collaborative strategic planning on a regional scale among the many affected actors concerned with disaster risk management and response. In this work-in-progress paper we present a conceptual scenario model for a holistic semantic integration and representation of process-specific knowledge across all process phases based on EDXL. Scenario model elements and structure have been elaborated incrementally by a combination of different methods including a faceted model formalization based on EDXL, different semi-structured questionnaires and in-depth interviews with experts in response planning. Six major groups of response planning activities involving scenarios have been identified: (a) Situation assessment, (b) risk and impact assessment, (c) scenario matching, (d) analysis of possible future scenarios, (e) cross-stakeholder cooperation and communication and (f) evaluation and revision of response plans based on lessons learnt from disasters. Different information elements have been derived which are required in the scenario model to improve the aforementioned activities. Next, the model will be revised accordingly and used as the backbone for proof-of-concept solution implementations. These implementations will undergo exercises and evaluation in real-environment conditions.
