Regional-seasonal weather forecasting

In the interest of allocating heating fuels optimally, the state-of-the-art for seasonal weather forecasting is reviewed. A model using an enormous data base of past weather data is contemplated to improve seasonal forecasts, but present skills do not make that practicable. 90 references. (PSB)
