The invention discloses a plasma gasification harmful waste utilization method and system of combined fuel hydrogen battery. The method comprises the following steps: baking to dry harmful wastes, grinding, then carrying out plasma arc high temperature gasification, wherein micromolecular carbon monoxide and hydrogen gas are generated during the decomposition process, and inorganic substances and heavy metals are wrapped by the molten glass prepared from the harmful waste slag to form molten slag, cooling the molten slag to obtain construction material solid slag; mixing the high temperature crude gas generated by gasification with water steam to cool the high temperature crude gas, carrying out shift reactions in the presence of a catalyst to remove carbon monoxide to obtain hydrogen enriched gas; subjecting the hydrogen enrich gas to cyclone dedusting and washing to obtain hydrogen gas, and using the obtained hydrogen gas to prepare fuel hydrogen battery. The output power can be stably adjusted according to the amount of harmful wastes to be processed, the adopted plasma gasification furnace can greatly reduce the investment, operation, and maintenance costs; the obtained hydrogen gas has a high purity, can be directly used to prepare a fuel hydrogen battery; the waste liquid generated by spray-washing can be applied to the shift reactions, no additional treatment on the waste liquid is needed, and the method is environment-friendly.
