Basics on Benchmarking

Improvement of policies can be inspired by benchmarking one's performances and policies against those of others. But what is the best way for the GCC countries and the Middle East to make use of benchmarking? Here, we approach that task, covering a number of those factors that we associate with a knowledge society. The focus is on the measurement issue—how to gauge, compare and interpret what we find.
