The invention provides a multifunctional telescopic cutting scalpel for the discoid meniscus operation under a knee arthroscope. The multifunctional telescopic cutting scalpel comprises a main sheath, an auxiliary sheath, a blade and a blade moving mechanism. The main sheath is provided with threaded holes, a button moving groove, a scaleplate scale, locking grooves and inclined lines. The auxiliary sheath is provided with threaded holes, a scaleplate scale and inclined lines. The blade is provided with a blade scale and a blade installing hole. The blade moving mechanism comprises a blade installing groove, an elastic steel sheet, a button, a locking pin and a blade holder. When reaching a tear portion from an inlet of the arthroscope, the cutting scalpel can effectively prevent damage to normal tissue such as peripheral vessels and nerves, thigh bone cartilage, tibial plateau cartilage and anterior and posterior cruciate ligaments; the multifunctional telescopic cutting scalpel can be used for measuring a fracture wound accurately, thereby guaranteeing accurate cutting and maintaining and protecting normal meniscus tissue to the greatest extent; the cutting scalpel is simple and convenient to operate, and the inclined lines can increase friction force to prevent the scalpel from falling off from hands; the locking device can prevent tissue damage caused by fault in gear change, thereby improving safety.
