Customs and humanitarian logistics

Motivated by concerns about the impact of trade and customs procedures upon humanitarian logistic operations, this article seeks to open a new chapter in the relevant literature. It builds on three case studies, each of which is a household name within the humanitarian space and has been developed with the support of key informants in those organizations. The analysis of the case studies shows how customs considerations impact upon the entire relief chain. A review of relevant literature and documents provides the necessary context. A list of recommendations, which have been identified in consultation with research participants and are based on established ideas in contemporary trade facilitation policy, is offered. Further dialogue between customs and humanitarian logistics practitioners is keenly encouraged.
