The invention discloses an all-weather handheld laser active detection device based on the 'cat eye effect'. The all-weather handheld laser active detection device comprises a laser emitting system, an optical receiving system, an image acquiring and processing system and a power supply, wherein the laser emitting system comprises an infrared laser, a coupling lens, an optical fiber and an electrically-controlled combined beam expanding lens; infrared laser light output by the infrared laser enters the input end of the optical fiber after being coupled through the coupling lens; the output end of the optical fiber is connected with the input end of the electrically-controlled combined beam expanding lens; the optical receiving system comprises an optical filter for receiving light reflected by a shot target, an electrically-controlled combined zoom lens which is parallel to the optical axis of the electrically-controlled combined beam expanding lens, and a black and white CCD (Charge Coupled Device) camera; and the image acquiring and processing system comprises an image processing unit which is connected with the output end of the black and white CCD camera, and an LCD (Liquid Crystal Display) which is connected with the output end of the image processing unit. The all-weather handheld laser active detection device is novel in structure, small in size and light in weight, and is convenient to carry.
