The invention provides a monitoring device for inner surface manufacturing defects of an inner cylinder, an outer cylinder and a valve shell. The monitor device comprises magnetic powder inspection and dye penetrant inspection equipment for performing dye penetrant inspection on the inner surfaces of weld joints of the inner cylinder, the outer cylinder and the valve shell and performing magnetic powder inspection on the inner surfaces of the inner cylinder, the outer cylinder and the valve shell except the weld joints, a database server for storing defect detection data, a computer server for computing the propagation service lives of cracks on the inner surfaces of the inner cylinder, the outer cylinder and the valve shell based on the data, and a user end browser for outputting a result. The invention further provides a monitoring method for the inner surface manufacturing defects of the inner cylinder, the outer cylinder and the valve shell. The monitoring device and method provided by the invention realize online computing and monitoring of the propagation service lives of cracks on the inner surfaces of the inner cylinders, the outer cylinders and the valve shells of a turbine and a gas turbine, so that an effect of quantitatively evaluating and monitoring the inner surface manufacturing defects of the inner cylinders, the outer cylinders and the valve shells of the turbine and the gas turbine is achieved in manufacturing and machining stages of the inner cylinders, the outer cylinders and the valve shells.
