Provided is a flexible direct current transmission converter valve full-controlled device over-current shutoff test system and method. The test system comprises a rectification station and an inverter station which are connected with a high-voltage power grid. The rectification station and the inverter station are connected through a DC bus. The rectification station and the inverter station respectively comprise a plurality of converter valve branches having full-controlled devices. The full-controlled device over-current shutoff test can be conducted on any converter valve branch; the converter valve branch, wherein the test is conducted, is connected in parallel with a short circuit loop; the short circuit loop comprises a vacuum circuit breaker interlocked with a convertor station incoming circuit breaker, and an electronic switch; and the rectification station and the inverter station are connected with a controller. According to the test method, after the convertor station incoming circuit breaker is disconnected, the vacuum circuit breaker is connected; the vacuum circuit breaker starts the controller; and the controller sends control pulses through the electronic switch to form a full-controlled device over-current shutoff test loop. The test system is stable and reliable to operate, and can meet the technical requirements of the over-current shutoff test under the condition of being close to real working conditions.
