The article reveals the direction and indicates ways to improve the regulatory and legal provision for the financial mechanism for development of small businesses. The author pays particular attention to the nature of mechanisms for the implementation problems of financial and legal regulation of small businesses that have a universal character for use in various regions of the Russian Federation.
