The middle of the shell is rotationally connected with a disc body through a wheel axle. The volute spiral spring is installed inside the disc body. One end of the volute spiral spring is connected with the wheel axle, and the other end of the volute spiral spring is connected with the disc body. The tubes or wires are wound around the disc body. A tube or wire outlet in the front end of the shell is provided with a sorting device for the tubes or wires. A speed limiting device for slow tube or wire recycling and an instant pulling and stopping device for pulling out the tubes or wires are arranged between the inner side of the disc body and the shell.
