DIIS Method of Third-Party Evaluation

The third-party evaluation (TPE) originated in the developed countries of Europe and North America, and it refers to that non-governmental organizations (NGOs) evaluate the government’s performance. Since the twentieth century, a group of private think tanks and NGOs, e.g. the Brookings Institution and RAND Corporation, rose up and became a rigorous power in the field of public policy research. In the late 1970s and early 1980s, a wave of reforms characterized by evaluation of the government’s performance was surging in these countries, where the TPE was increasingly valued.
