BIM in Polish Public Tenders—Analysis of Selected Tender Procedures

BIM technology is increasingly used in the Polish construction industry, as well as by public procurement entities. The current Act on Public Procurement Law permits the use of tools of electronic modelling of building data in public investments, which can be understood as BIM technology. The purpose of this article is the quantitative analysis of selected Polish tender procedures in which the contracting authority has indicated the obligation to use BIM technology in the subject of the contract. The analysis included, among others, the subject of the contract, conditions for participating in the procedure, and the criteria that were used to select the best offer. The subject of the article involved the analysis of 20 selected Polish tender procedures. The analysis showed that BIM technology is increasingly required by procurement entities during public procurements. In addition, there can be seen to be a continuous increase in the awareness among contracting authorities concerning BIM technology. In tendering procedures, it is more and more required from the bidders to have knowledge about BIM technology, as well as experience in using it. These aspects are willingly used by procurement entities as a non-price criterion for the evaluation of bids. According to the authors, a correctly prepared investment project, which in the case of public procurements should include the development of the correct tender documentation that includes, among others, the specification of essential terms of the contract and information requirements of the awarding entity with regards to BIM (so-called EIR), is important for the appropriate implementation of the investment when using BIM technology.
