IVHS TECHNOLOGIES AND METROPOLITAN TRAFFIC MANAGEMENT OPERATIONS

This paper describes a study of the institutional impediments associated with introducing Intelligent Vehicle/Highway Systems (IVHS) technologies into metropolitan traffic management. Through an examination of existing literature and theory and interviews with officials from representative metropolitan areas, the following areas of concern are being evaluated: (1) The extent and cause of the current fragmentation in the provision of metropolitan traffic management services; (2) The degree to which such fragmentation and/or other identified institutional issues (legislative, regulatory, etc.) may impede traffic management coordination/integration and the introduction of IVHS technologies; and (3) Potential solutions to identified impediments and their likely success.
