Integration of distribute GIS and GPS for inter-regional fire emergency management in Yangtze River Delta

Timely and scientific command technology is one of the most important objectives that reflect the quality of emergency services in firefighting systems. To provide timeliness and enough firefighters to the scene of incident, regional administrators may increase the number of service squads available. Unfortunately, increasing the number of squads is generally impossible due to capital constraints [1] . Obviously corporation among neighboring cities is a good solution especially when facing large-scale emergencies. In such a case, the efficient deployment of emergency resources including human resources, fire vehicles, fire control devices, equipage and facilities becomes a crucial issue. An intelligent method of integrating distributed geographic information system (GIS) and global positioning system (GPS) for inter-regional fire emergency management is described in this paper. In order to respond the emergency accidents which need to take actions across several regions more effectively, we initiated the development of a specialized GIS system, the so-called TFSFAS, which provides convenient inter-regional fire emergency management for officers in different fire rescue units of different places.
