Now, according to the function and potential of rural-urban and rural regional development, the fundamental question arises whether conversion of villages to the city can be great as an important step to strengthen rural centers and the promotion of place in the hierarchy been considered as the settlement and some of the major goals such as reducing regional rural development and rural-urban migration and consolidation larger population in rural areas, creating job opportunities and Can improve the functions of municipal services satisfy.The research method is descriptive analysis and documentary research has been done through the library. The results indicated that the role of rural-urban Heer not promote sustainable development indicators in the village-tow n and its villages and only some of the indicators in the village-town and surrounding villages is somewhat improved.
