The present invention relates to a cosmetic composition comprising: • at least 10% by weight, based on the weight of the composition, of water; • At least 10% by weight, based on the weight of the composition, of at least one silicone resin; • At least one non-volatile silicone oil, containing no nitrogen atom, or -Si-H group or moiety (poly) oxyalkylene, the oxyalkylene units are C 2 -C 3, or array (poly) glycerol, and preferably does not comprise alkyl C8-C22 when the non-volatile silicone oil does not include a phenyl group; • Optionally, at least a first non-volatile hydrocarbon oil at a content of less than 15% by weight, based on the weight of the composition; the said hydrocarbon or non-volatile oils are chosen from: - alcohols, C10-C26, preferably monoalcohols; - monoesters, diesters, triesters, optionally hydroxylated, a mono or polycarboxylic acid C2-C8 alcohol and a C2-C8, optionally hydroxylated; - esters of a polyol C2-C8 and one or more carboxylic acids C2-C8; • Optionally, at least one volatile oil in a content such that the weight ratio of silicone / oil ratio of resin (s) volatile (s) is greater than or equal to 1.
