The invention relates to a quick clamping and locking device which comprises a locating sleeve, a guide pillar, a locking pin, a guide sleeve and a spring. The locating sleeve is fixedly connected with a machine tool working table or an equipment rotating shaft and provided with a through hole, a conical surface is machined at one end of the through hole, a tool for clamping parts is fixedly connected with the guide sleeve, the guide sleeve is installed at the through hole of the locating sleeve in a matched mode, provided with the locking pin capable of freely moving in the radial direction, provided with a through hole and provided with the guide pillar in a matched mode, the spring is installed on the guide pillar which is further provided with a conical surface, and the guide pillar extends to the outside of the guide sleeve. The quick clamping and locking device is easy to operate, short in operating time and reliable and accurate in locating, ensures that the parts can be clamped quickly and accurately in the machining process, effectively shortens clamping time and guarantees clamping quality.
