The construction and application of evaluation index system on ability of Oncomelania snails detection and elimination at pilot counties of schistosomiasis control collaborated by provinces and ministry

Objective To construct and apply the evaluation index system on ability of Oncomelania snails detection,survey and elimination,and to assess the professional ability.Methods According to the standard procedure of snail detection,survey and elimination,the evaluation index system of snail detection,survey and elimination was constructed by literature review and professional advisory.This evaluation index system was modified by Delphi method for establishment.48 professional staff from 12 counties of schistosomiasis control in Hunan and Hubei provinces were examined by this system.The result of snail detection indicated the individual ability,the result of snail survey and elimination indicated the ability of pilot county,which consisted of 4 staff from each county.Results The score criterion of snail detection,survey and elimination was established.The total scores of snail detection,survey and elimination are 100,separately.With the scoring weight distribution of snail detection,practice of snail survey and elimination,the minus of each require and process were explained for score standard of snail detection,survey and elimination establishment.Among the results of 48 staff,the average score of snail detection was 79.1,the pass rate of above 60 was 89.6%,the scores of snail survey of 12 pilot counties were above 60,the average score was 81.9,there were 9counties with the scores of snail elimination above 60,the average score was 71.8.Conclusion The established evaluation index system on ability of Oncomelania snails detection,survey and elimination is helpful for evaluating scientifically the ability of snail detection,survey and elimination at county level.
