Causes of Water Pollution in Haihe River Basin and Choice of Multi-level Governance Structure

Haihe River Basin is an economically developed region in China.Meanwhile it is also the region in which water is seriously polluted.Effective control of the polluted water in this basin is significant for buliding resource-conserving and environment-friendly society.Based on genetic analysis and current status analysis of water pollution,this article points out that purely relying on the market approach which mainly uses emission trading to control water pollution has limitations.In the end,it suggests choosing multi-level water pollution control system in connection with the province-level government,prefecture-level government and enterprises respectively.
