The Evaluation of Rural Health Insurance Plan Based on Horizontal and Vertical Equities Situation

Refer to needs of rural health care, universal health insurance law was passed in order to implement its November 1994 Adopted for its implementation and was formed the of the Iranian medical services insurance organization. In this regard, the organization adopted a set of plans; one of the most rural health insurance schemes was carried out in 2005. This study will attempt to evaluate by state of this plan in terms of horizontal and vertical equities and parameters related to the evaluation. Recent research is from type of descriptive-analytical, in which was used a comparison of the characteristics of horizontal and vertical equities according to different provinces in 2004 (prior year of project to implement), 2006 and 2007 (following years of project to implement). The study population was the whole rural population and statistics was extracted from Iranian Statistical Centre. Results revealed that by implementing this plan, the state has not produced significant improvements in measures of horizontal and vertical equities of access to medical staffing services and rural health centres. Since one of the main expectations of the rural health insurance plan is to improve the condition of horizontal and vertical equities in the rural community, this would indicate that the project has been significant improve in the condition of horizontal and vertical equities.
