The present invention provides a droplet-based dielectric wetting driving device comprising upper and lower layers chip, wherein the chip comprises a substrate and the upper layer are sequentially disposed on the substrate surface of the reference electrode layer and the hydrophobic layer; lower chip comprises a lower and the substrate material are sequentially disposed under the functional control electrode array and the surface layer of the substrate, the functional layer is CYTOP; upper chip layer and the lower chip hydrophobic functional layer disposed opposite the upper and lower layers between the support chip mechanically connected to form a space for accommodating microdroplets, reference electrode layer and the control electrode array are electrically connected by wires to the control circuit. The micro-droplets simple structure drive means, the lower chip replace prior art hydrophobic layer and a dielectric layer composed of one layer comprising CYTOP two-layer structure, micro-droplets of the required driving voltage of the device driving low, can be achieved microdroplets agile handling. The present invention further provides a method for the preparation of micro-droplets of the drive means.
