Development and Application of Drought Management System for Geum River Basin

Recently Korea has been experienced water shortage frequently due to drought. It is imperative that drought management plan be immediately developed not only to optimize existing water resources facility against drought but to get water conflict resolution caused by water shortage. This research focus on the development of drought management system for Geum River basin which include the effective water resource management system as well as conjunctive Dam operation for Daechong and Yongdam Dam using the shared vision modeling under the STELLA environment. In addition, this research presents how to define regional drought and how to manage the Geum River drought management system as encourage people to participate the drought response plan which was developed in this study. The applied results of developed system shows good agreement in defining and estimating the levels of drought with historical data also the system can afford drought early warning for preparedness of expected drought. Moreover the drought management system can produce the various drought management plan for basin by simulation results of the system.
