A practical measurement placement algorithm to restore observability for large scale systems

The operating conditions of a power system can only be determined if a state estimation solution can be obtained using the available set of measurements. If the available set of measurements is not sufficient to get a unique estimate for the system state, some additional meters may have to be placed at particular locations to get a fully observable system. This paper presents an efficient algorithm for measurement placement. The main advantage of the proposed iterative algorithm is its numerical efficiency which naturally lends itself to cases involving large scale power systems. IEEE 14 and 30 bus systems, with insufficient measurements, are used to illustrate the use of the proposed algorithm for measurement placement.
