Spanish Abstract: El presente trabajo, analiza el efecto de la gestion administrativa de la Secretaria de Educacion Municipal de Santiago de Cali, sobre la calidad de la educacion ofrecida en el municipio, en cumplimiento de las obligaciones otorgadas por la Constitucion Politica de Colombia y la Ley General de Educacion 115 de 1994. Para este proposito, se empleo como proxy de la calidad educativa, la puntuacion que obtienen los estudiantes del municipio en las pruebas SABER11, para los anos 2014-2017, y para la funcion rectora, las brechas educativas que se presentan entre los colegios publicos y privados del municipio, para el mismo periodo, estimando lo que la literatura de la Economia de la Educacion ha definido como la Funcion de Produccion Educativa. Como principal conclusion, se tiene que, la Funcion Rectora de la Secretaria de Educacion Municipal, no genero un efecto significativo sobre el mejoramiento de la calidad de la educacion, ya que, al encontrarse brechas educativas, entre los colegios publicos y privados, dichas brechas estan afectando negativamente el rendimiento de los estudiantes de centros publicos, lo que sugiere desigualdad en la calidad de la educacion en Santiago de Cali. English Abstract: This paper analyzes the effect of the administrative management of the Municipal Education Secretariat of Santiago de Cali, on the quality of education offered in the municipality, in compliance with the obligations granted by the Political Constitution of Colombia and the General Law of Education 115 of 1994. For this purpose, it was used as a proxy for educational quality, the score obtained by the students of the municipality in the SABER11 tests, for the years 2014-2017, and for the governing role, the educational gaps that are presented between public schools and private of the municipality, for the same period, estimating what the literature of the Economy of Education has defined as the Educational Production Function. As a main conclusion, it must be said that the Governing Role of the Municipal Education Secretariat did not have a significant effect on the improvement of the quality of education, since, given the educational gaps between public and private schools, these gaps they are negatively affecting the performance of students in public schools, which suggests inequality in the quality of education in Santiago de Cali.
