ROAD PROCUREMENT IN SOUTH AFRICA

The article reviews the role of the government of South Africa in the provision of infrastructure. With the more heavily traveled roads, the private sector is increasingly expected to play a more dominant role in funding through the use of road concessions. Together with this approach, however is the need for adequate performance monitoring to ensure an acceptable level of service, commensurate with investment and risk. At the other end of the road spectrum, there exists, some three hundred thousand kilometers low level gravel, or even dirt roads. As part of the process of bringing the entire South African population into the economic mainstream, the goal now is to promote the development of road building, business and entrepreneurial skills among the emerging incipient road construction contractors. The article provides a list of performance indicators developed by the South African National Roads Agency Ltd (SANRAL).
