A study was conducted to provide guidelines suitable for use by authorities in establishing appropriate maintenance standards, developing a system to determine the adequacy of the year's maintenance activity, costing maintenance work, budgeting for road maintenance within the total road system with allowance for inflation, and overall management of maintenance operation. This book is an introduction to the study and is one of a series of three. Management techniques and conclusions relating to the following are described: maintenance activities; standards for maintenance; production standards; recording and reporting; programming, scheduling and execution; performance evaluation; adequacy of road condition; planning and budgeting; manuals; training; and implementation.
