A BETTER WAY TO APPROACH A DESIGN/BUILD PROJECT

This article describes two parking construction projects for government entities that were bid upon in such a way that contractors could be chosen on the basis of design and technical capabilities rather than cost. One project, a new intermodal/mixed-use parking facility in downtown Parkersburg,West Virginia was bid out by the Mid Ohio Valley Transit Authority (MOVTA). The second project, a non- traditional parking structure called a "parking terrace," is located in Hudson, Ohio's downtown development project. In both cases, the bidding rules called for two proposals to be submitted in separately sealed envelopes. One was a technical proposal, the other a cost proposal. Both proposals were given assigned point values and total points were compared.
