This paper studies the freight transport demands under the separation of passenger and freight traffic, analyses the potential freight market and get inspiration from it., and indicated four kinds strategy when develop railway freight product as follows: function innovation,formal innovation, structure innovation and layout innovation, At the last, it analyses the structure of freight product combination and proposes the combination in the form of a certain line condition and transport ability.
