Article is devoted to the analysis of concept social and economic development of municipality. Methods of the analysis of documents are used, the main tendencies and approaches to this concept as to the social phenomenon of modern society are analysed. In development of the territory of the region of the Russian Federation, improvement of quality of life the special role is played by municipalities. The role of personnel policy is shown in the solution of questions of social and economic development of municipalities.
