Redistricting is a Clustering Problem in optimization The optimum redistricting is a convincing argument to voters that this solution is fair In this paper, we set up a kind of model basing on the multi-factor model of clustering of the population pots by adopting the theory of optimization and the tools of stochastic simulation Through this method, we solve the problem of how to realize the redistribution and the judging problem Using the statistical data and practical model, we can get the districts of the state of New York satisfied with the rules of all principles.
