La recentralización municipal en la Argentina

Este articulo presenta los elementos indiciarios que podrian explicar las particularidades que adquiere el proceso de recentralizacion municipal en la Argentina. La timida descentralizacion municipal iniciada durante la transicion democratica en 1983, que tuvo caracteristicas dispares respecto de otras en America Latina, se ha visto afectada en los tres ultimos quinquenios por tendencias recentralizadoras, equivalentes a la de otros paises, pero con singularidades locales. Se entiende por recentralizacion municipal en America Latina al proceso politico caracterizado por el traspaso de competencias en favor de los Estados nacional y regionales; el surgimiento de sistemas alternativos de gestion local; la retencion de regalias por la explotacion de recursos naturales; y la disminucion de los recursos regulares para los municipios y su reemplazo por transferencias discrecionales por parte del Estado nacional en un esfuerzo por limitar la autonomia local en la determinacion de prioridades y asignacion de recursos. AbstractThis article presents the indications that could explain the particular characteristics acquired by the municipal recentralization process in Argentina. The timid municipal decentralization initiated in the democratic transition in 1983, which had different characteristics with respect to others in Latin America, has been affected in recent three-year periods by recentralizing tendencies, equivalent to that of other countries, but with their local peculiarities. It defines municipal recentralization in Latin America to the political process characterized by the transference of power in favor of the national and regional States; the emergence of alternative local management systems; the limitation of the transfer of royalties originated in the exploitation of natural resources; and the reduction of the regular resources for the municipalities and their replacement by conditioned transfers of the State in an effort to limit the local autonomy in the determination of priorities andallocation of resources.
