A hot water supplying and heating system with a hot water self-circulation system and a heat pump comprises a heat pump hot water circulation system. The heat pump hot water circulation system comprises an outdoor unit, an indoor unit and a hot water supplying unit. The outdoor unit comprises a compressor, an outdoor heat exchanger four-way valve and an expansion part, and heat pump refrigerating fluid circulation is conducted. The indoor unit comprises a water-refrigerating fluid heat exchanger used for exchanging heat between refrigerating fluid discharged by the compressor and water. The hot water self-circulation system is connected between a water inlet and a water outlet of the water-refrigerating fluid heat exchanger. The hot water supplying and heating system has the advantages that an electric heating film compounded on fins of an evaporator emits heat evenly, the heat is emitted directly through an insulation layer to carry out defrosting and unfreezing, the heating efficiency is high, and energy consumption is low, wherein the insulation layer is arranged on the outer surface of the electric heating film and is good in heat conduction. The insulation layer on the outer surface of the electric heating film is good in heat conduction, the surface of the evaporator is well protected, the service life is prolonged greatly, hot water can be supplied ceaselessly, and energy sources are saved.
