PROBLEM TO BE SOLVED: To provide a navigation device, capable of setting, when a designated road is appropriate, a route to a destination to pass the road, and appropriately setting, when the designated road is improper, a route to the destination, without passing the road. SOLUTION: A user sets a passing road to be passed, by designating the road on a map displayed on a display monitor (step S30). A plurality of links, constituting the passing road, is substituted by a virtual link, to which a link cost smaller than the total value of link costs thereof is set (step S40). A recommended route from a starting point to the destination is searched based on a link cost set to each link constituting roads, other than the passing road and the link cost set to the virtual link substituted in step S40.
