The evolution of welfare states has been a major factor in promoting and protecting democratic citizenship in nation-states of the modern world system. This is often perceived as a synthesis of the idea of ‘rights’ and the quest for ‘equality’, because the welfare states are guided by three institutional principles: economic management, provision of services for all citizens and social insurance.
