A basic study on possibility of establishing "small bases" in the mountainous regions

In Japan, since high economic growth period, many areas have been experiencing population decline in rural areas, and significant decline in mountainous regions in particular. "Grand Design of National Land 2050" with "compact + network" as its key concept, states that mountainous regions should establish small bases. In this paper, the authors surveyed the number, distribution of "small base" nationwide as well as population size that would sustain them for the purpose of acquiring advices on establishing the bases, then, analyzed the demographics of “small bases” and surrounding areas. In addition, the authors analyzed the relationship of locations between "small base," bus routes, and "Roadside Stations," as well as the demographics of the areas with bus routes.わが国では、高度経済成長期以降、地方部では人口減少が継続している地域が多く、特に中山間地域ではその傾向が強い。 2014年に公表された「国土のグランドデザイン2050」では、「コンパクト＋ネットワーク」をキーコンセプトとし、中山間地域のあり方として、「小さな拠点」の形成について言及されている。 本稿では、今後の「小さな拠点」の検討における示唆を得るために、全国を対象に、「小さな拠点」の数とその分布、「小さな拠点」が成立する人口規模等を把握するとともに、「小さな拠点」及び周辺地域の人口動態と人口維持機能について分析する。 さらに、「小さな拠点」とバス路線や「道の駅」との位置関係、バス路線がある地域の人口動態について分析する。
