From the “Best-in-the World” Soviet School to a Modern Globally Competitive School System

The dramatic story of moving from knowledge-based to competence-based education is the main focus of the chapter. This transition was very difficult because many people believed that the Soviet schools were best-in-the-world, because teachers and parents were not ready to change the schools.
