To consider the idea of public opinion it is necessary to understand that it is not an intrinsic phenomenon in social relations, but it is rather a phenomenon specifically known in modernity. To form a public opinion, it is also necessary to consider the personal or collective subject that communicates the intention of disseminating in the “public space” what he/she wants to be socially known and understood by or what he/she wants to be appropriated by a specific segment of society. In second place, there must be means by which this communication is spread as fast and widely as possible to a mass that jointly form the target public of this communication. In the present point of the History, it is the “media” who has the potential to socially set a public agenda of issues, subjects, personalities and social facts, besides the approach towards each one these subjects.
