The pesticide diluent provided by the invention comprises in percentage by mass: 40%-90% of a hydrophilic solvent, 1%-10% of a surfactant, 1%-10% of a humectant and 0-50% of water . The pesticide diluent preparation method provided by the invention comprises the steps of: weighing components according to component proportions of 40%-90% of a hydrophilic solvent, 1%-10% of a surfactant, 1%-10% of a humectant and 0-50% of water; and mixing the weighed components. The pesticide diluent provided by the invention is used for diluting pesticides and/or foliar fertilizers. The pesticide diluent provided by the invention has the advantages of being moisturizing, anti-volatilizing, anti-drifting, quick in droplet precipitation, uniform in granularity, stable, low in toxicity for people and livestock, environmentally friendly, high in flash point, safe in usage and so on. According to the pesticide diluent preparation method, the pesticide diluent performance is stable and the cost is low.
