PAVEMENT MANAGEMENT IN ESTONIA

The development of a comprehensive Pavement Management System (PMS) for Estonian National Road Administration (ENRA), funded by EU Phare program, was started in 1997. The EPMS system retrieves data from the Road Data Bank, and generates a list of priority for work sections, which are triggered using user-specified intervention criteria. Ranking is based on both technical-economic criteria (user-specified), and first year benefit. More detailed economic analyses can be done by exporting work sections from EPMS to HDM-4. Work programs (sections) can also be exported to Arcview for graphical presentation. The development work was finished in November 1998 and the system has been in extensive use since then. The results have been used in practical decision-making both at national and local level of pavement management. For the covering abstract see ITRD E108018.
