Network Operation Planning: Case Studies and Capability Building

This report sets out the process, findings and recommendations relating to current network operation planning practices in Australia and New Zealand. The resulting material has been used to develop a Reference Material Toolkit / Library to help increase the use of Network Operation Plans by state and local governments. The process consisted of a review of relevant literature, five case studies in four jurisdictions, and the Network Fit Assessment Tool. There was also engagement with state transport agencies through a project governance group and the network task force. From these activities, it was found that the general process in developing Network Operation Plans was consistent, but their application varied with each jurisdiction. Also, the majority are moving to a Movement and Place based network framework, which is helping to achieve top-down engagement and coordination of network planning and management activities. The resulting Reference Material Library highlights these potential benefits and implementation flexibility by providing process intent and option guidance, rather than its prescription.
