Collaboration of top-down and bottom-up approaches in the post-disaster housing reconstruction: Evaluating the cases in Yushu Qinghai-Tibet Plateau of China from resilience perspective

Abstract Housing is one important part of post-disaster reconstruction. This study develops an attribute-based analytical framework from the perspective of resilience to investigate why and how the two different post-disaster housing reconstruction approaches, namely the top-down and bottom-up approaches, should be collaborated to achieve urban resilience in Yushu city of Qinghai-Tibet Plateau of China. We find that the top-down approach performs better in the urban resilience attributes of Rapidity and Competence, the bottom-up approach has better achievements in resilience attributes of Transparency, Resourcefulness, Robustness and Adaptability. It justifies the collaboration of the top-down and bottom-up approaches in the post-disaster housing reconstruction, and policy suggestions are provided.
