In present government procurement,purchasing cost is usually used as an evaluation criterion,which very likely leads to wrong procurement decisions.Life Cycle Cost(LCC)provides a new perspective for decision-making.The paper introduces the concept and basic framework of LCC,clarifies how to apply LCC in government procurement of independently innovative products,discusses the barriers in applying LCC,and finally puts forwards relevant countermeasures.
