A novel satellite side plate satellite-borne rack car comprises a primary base, a secondary base, a tertiary base, a rotating platform, a primary rocker arm, a secondary rocker arm, a side plate installation frame, a primary electric push rod set, a secondary electric push rod set and a tertiary electric push rod set. The primary base is used for moving the rack car in the forwarding direction and providing supporting for side plates in the turnover state when the center of mass offsets. The secondary base can move on the primary base back and forth and is used as a base for the tertiary base to move left and right. The tertiary base is used for driving the rotating platform placed on the tertiary base to rotate. A primary rocker arm installation base is installed on the rotating platform. The primary rocker arm and the secondary rocker arm are each of a crank arm structure and are connected through a hinge joint. Three grooves are formed in the width direction of the rocker arms. The three electric push rod sets are placed into the grooves and used for pushing the primary rocker arm and the secondary rocker arm to rotate. The side plate installation frame is used for providing rigidity supporting in the horizontal placing and overturning process of the satellite side plates. The novel satellite side plate satellite-borne rack car has universality.
