This paper describes the SafeHull rule restatement phase of the ABS RULES 2000 project undertaken by the American Bureau of Shipping (ABS) to develop structural criteria for double hull tankers, based on a first principles approach. The paper discusses the philosophical concepts of the development, the specified load components and loading cases, and is followed by a review of the development of the strength criteria and strength assessment with respect to the dominant failure modes.
