The intent of this thesis is to address ways in which a design can be the key component of a redevelopment master plan in Roosevelt Roads Naval Base and enhance Puerto Rico as premier in tourism, entertainment, a commercial and recreational destination in the Caribbean. Ceiba Hotel, villas, and water transit facilities will create robust economic development in the region by maximizing the natural spatial qualities of the environment and promote its conservation thru eco-tourism.
