The present invention relates to a pharmaceutical composition for preventing and treating a corneal disease or a conjunctiva disease comprising an extract of maple leaves as a main component. The pharmaceutical composition exhibits an effect of suppressing congestion in the eyes induced to have eye congestion, and an effect of suppressing generation of new blood vessels in the eyes induced to have corneal damage, thereby being useful as a pharmaceutical composition for preventing and treating a corneal disease or a conjunctiva disease.
