Final Environmental Assessment: Carwash Facilty at Buckley Air Force Base, Colorado

Abstract : This EA has been prepared in accordance with the National Environmental Policy Act (NEPA) to analyze the potential environmental consequences that could result from the implementation of the Proposed Action and other alternatives being considered, including the No Action Alternative. The Proposed Action consists of constructing and operating a four-bay carwash facility that would occupy approximately 2,000 square feet with one automatic wash bay and three manual bays, as well as a closed-loop recycling system for the wash effluent. Two Alternative Actions were considered: Alternative A is similar to the Proposed Action but contains options for (1) disposing treated wastewater into a municipal sewer system, (2) having only three manual bays, and (3) having only one automatic bay; Alternative B would be located at an alternate location from the Proposed Action and contain options for (1) constructing and operating a four-bay carwash facility with one automatic wash bay and three manual bays, as well as a closed-loop wastewater system, (2) having the same construction as Option 1 with a sanitary sewer connection for discharge into the municipal sewer system, (3) having only three manual bays, and (4) having only one automatic bay. A carwash facility would not be constructed in the No Action Alternative. Resources that have the potential to be affected by any of the alternatives include air quality, biological resources, water resources, potable water, wastewater, solid waste, and management of asbestos-containing material. Based on the nature of activities that would occur with the construction and operation of the carwash facility, minimal or no adverse impacts to the resources analyzed are anticipated.
